Please join us on January 26-27, 2021 for the State of Arizona’s 4th Annual – and our first virtual – Data Management Conference, AZData 2021. We’ll have two mornings of practical presentations featuring real-world solutions to real world data problems state agencies grapple with every day. This is a non-technical conference. Speakers
Derek Beck – Chief Data Officer – Arizona Dept. of Revenue
Derek Beck has been with the Arizona Department of Revenue since 2014 serving in roles such as Lean Coach, Processing Assistant Director, and currently as the Chief Data Officer (CDO). During this time, he has been instrumental in driving innovation at the agency through the implementation of OCR/ICR technology to automate data entry processes, creation of the Tax Data Management district, and securing executive focus on the governance of agency data assets through prioritization on the agency strategic plan. In his current role as CDO, he is leading efforts to increase the agency data maturity score and implement an enterprise-wide business intelligence solution. Derek completed his Master of Science in Business Analytics from Arizona State University in 2018 and, when he’s not focused on data governance, also enjoys topics such as process automation and machine learning. Outside of work, Derek enjoys spending time with his two year old daughter and wife exploring the outdoors.
Melissa A. Kotrys – MPH Chief Executive Officer – Health Current
Melissa Kotrys is the Chief Executive Officer (CEO) for Health Current, the health information exchange (HIE) that helps partners transform care by bringing together communities and information across Arizona. Through her vision and leadership, the Arizona HIE is recognized as a model for aligning the healthcare community with the possibilities of connected electronic health information to advance individual and community health and wellbeing.
Melissa is recognized as a collaborative partner of hospitals and health systems, health plans, healthcare providers, healthcare associations and other healthcare sectors in Arizona. She currently serves as the Board Chair of the Strategic Health Information Exchange Collaborative (SHIEC), the national association of HIEs. She also serves as a member of the Healthcare Information and Management Systems Society (HIMSS) Americas Advisory Board, the Employers Council Board of Directors, the State Medicaid Advisory Committee, and the Crisis Response Network’s Advisory Council.
Prior to joining Health Current, Melissa worked as a consultant and health policy analyst at Deloitte Consulting. She holds a Master of Public Health in health policy from The George Washington University and a Bachelor of Arts from The University of North Carolina at Chapel Hill.
Ryan Johnson – CIO – Arizona State Land Department
Ryan currently serves as the Chief Information Officer (CIO) for the Arizona State Land Department (ASLD). He has worked for ASLD in a variety of roles, since graduating with honors from Arizona State University in 2005. During this time, he has acquired extensive experience in the areas of data acquisition, geospatial modeling, training, application development, integration, and change management. In his role as CIO, he is focused on implementing an agency wide Salesforce platform that will be seamlessly integrated with a background ERP system and an enterprise GIS system. Ryan also provides leadership and support to the Arizona Geographic Information Council and spearheaded the modernization of Arizona’s State geospatial data portal, AZGeo.
Jenna Leveille – Deputy State Cartographer – Arizona State Land Department
For fifteen years, Jenna has dedicated herself to serving the GIS community of Arizona as an employee at the Arizona State Land Department (ASLD). Graduating with honors from Oregon State University, she has been learning, practicing, and teaching GIS for almost 20 years. Jenna has extensive experience in data acquisition, database management, GIS user training, and project management. She served as the state data liaison for the Arizona Land Resource Information System (ALRIS) for over ten years. Currently, Jenna serves on the Arizona Geographic Information Council (AGIC), the Arizona State Board on Geographic and Historic Names and represents Arizona on the National States Geographic Information Council (NSGIC). She is also the Deputy State Cartographer for the State of Arizona.
In her role as Deputy State Cartographer, Jenna coordinates, provides leadership, and facilitates AGIC activities and coordinates statewide GIS initiatives. Her contributions to AGIC include providing administrative support, facilitating all AGIC Council and Committee meetings, serving as a Co-chair to three AGIC committees and program manager for AZGeo, Arizona’s State Geospatial Data Portal.
Susan Robinson – Informatics Supervisor – Arizona Dept. of Health Services
Susan Robinson is the Informatics Supervisor with the Arizona Department of Health Services. Susan has worked with various programs within the agency including influenza surveillance, immunizations program office, and the opioid response as well as helping with data visualizations across the agency. She has a Master’s of Public Health with a concentration in epidemiology from Boston University School of Public Health.
Susan is the Data Wizard behind the development of the COVID-19 dashboards on the AZDHS website and she brings the unique perspective of a behind-the-scenes look at the effort involved in reporting on Arizona’s pandemic response.
Sarah Sautter – Data Governance Manager – Arizona Healthcare Cost Containment System (AHCCCCS)
Sarah Sautter graduated with a B.S. in Business Administration from ASU. She started her career in the healthcare industry in Patient Financial Services at St Joseph’s Hospital. She moved on to HealthChoice, a Medicaid insurance company, where she gained more technical experiences as IT Operations Manager, Data Quality and Systems analyst. Sarah has been with AHCCCS since November, 2018 as Data Governance Manager. Her background brings a deep understanding of the healthcare system from the point of view of healthcare facilities as well as insurance payers. Sarah enjoys being in a position now with the State to promote process improvement and efficiency with data governance.
Shandra Scott – Data Operations Manager – Arizona Dept. of Environmental Quality
Shandra Scott is a transplant from Utah, where she earned a degree in Human Development/Child Development at the University of Utah. She has been with the State of Arizona for 17 years working with the Department of Economic Security, Department of Transportation and most recently hired as the Data Operations Manager at the Department of Environmental Quality. Through a series of career opportunities she found herself drawn to and excelling in the world of Data Governance. She recently earned the certification of Enterprise Data Management Expert from CMMI/ISACA, making her one of two State of Arizona employees to hold this certification. She is looking forward to sharing her experience, knowledge and expertise with other State Agencies as they begin to develop and mature their own Data Governance programs.
Scott Taylor, The Data Whisperer – MetaMeta Consulting LLC
Scott Taylor, The Data Whisperer, has helped countless companies by enlightening business executives to the strategic value of proper data management. He focuses on business alignment and the “strategic WHY” rather than system implementation and the “technical HOW.” As Principal Consultant for MetaMeta Consulting he helps Enterprises and Tech Brands tell their data story.
An avid business evangelist and original thinker, he continually shares his passion for the strategic value of master data through industry events, public speaking opportunities, blogs, videos, whitepapers, podcasts, cartoons, puppets shows and all forms of thought leadership. His new book – TELLING YOUR DATA STORY: Data Storytelling for Data Management is available now.
He lives in Bridgeport, CT where he often kayaks in Black Rock harbor. He can also juggle pins and blow a square bubble.
Subbu Uppuluri – Chief Data Officer – Arizona Dept. of Economic Security
Subbu Uppuluri joined the Department of Economic Security in 2019 and serves as Enterprise Shared Application Manager and as acting Chief Data Officer (CDO). In this time, he helped implement the Master Data Management solution for Division of Aging and Adult Services and is in the process of establishing Communities of Practice for OnBase, SharePoint and BI Reporting. Subbu also helped implement Digital Interactions with Citizens through various available technologies. Most recently Subbu is busy building solutions to identify the fraudulent Pandemic Unemployment Assistance claims while facilitating timely assistance to the legitimate claimants. In his role as acting CDO, he is leading efforts to support Citizen 360 (Master Data Management) solutions and in increasing standardized data consumption through BI solutions.
Subbu completed his Masters in Management Information systems from New Jersey Institute of Technology. In his spare time, Subbu enjoys watching and following professional sports and leisure walks. Right now Subbu is keeping busy with his 17-year old’s college pursuits.
Lisa Williams – Manager – Data Management Office – Arizona Dept. of Water Resources
Lisa Williams is the manager of the Office of Data Management at the Arizona Department of Water Resources (ADWR). ADWR is the steward of Arizona’s water future and ensures long-term, reliable water supplies to support the continued economic prosperity of the State. For her first twenty-seven years at the agency, she administered the 1980 Groundwater Management Act by assisting the regulated community in understanding, and complying with, the requirements of that statute. She was also responsible for implementing new statutory requirements, and for overseeing the collection and compilation of demand and supply numbers for the areas required to report water use. The efficient and accurate collection, storage and use of data has always been her first passion, however, so she officially moved to data management full-time when her agency began the process of implementing enterprise data management in 2017.
Jeff Wolkove – State Data Management Architect – ADOA
Jeff Wolkove, State Data Management Architect, has headed up Arizona’s statewide data management program since 2012. Important accomplishments during his tenure include a statewide data sharing memorandum of understanding signed by 20 state agencies; four annual data management conferences; statewide data stewardship training course, and multiple policies and training events to move Arizona’s data management capabilities forward. Jeff recently earned his Enterprise Data Management Expert certification from CMMI/ISACA.
Prior to joining the state, Jeff had over 30 years of experience in information technology, systems design and process improvement and held positions as Director of Production Support and Data Integration, and Director of Information Systems in the health care and health insurance industries. In Canada, he was a partner in a regional firm of Chartered Accountants and was licensed as a CPA-Chartered Accountant in Quebec, Canada. Jeff brings a unique combination of business and technical background to his work with the state.

Reaching beyond municipal jurisdiction limits, it enables communities to implement data-driven solutions that are interconnected, seamless, affordable and interoperable.
Data Management Maturity Journey at the Arizona Department of Revenue
In May of 2020, the Arizona Department of Revenue (ADOR) underwent a comprehensive data management maturity assessment conducted by the Arizona Department of Administration (ADOA) and DataWise, Inc. The assessment covers broad areas such as data management strategy, data governance, data quality, and platform and architecture among others. The assessment and subsequent recommendations from the final report have provided ADOR with a roadmap to raise their data maturity score over the next several years. This presentation will highlight the assessment process, steps to prepare, ADOR assessment results, and progress made since the final report was delivered.
Arizona Geographic Information Council (AGIC), Arizona’s State Geospatial Clearinghouse (AZGeo)
The Arizona Geographic Information Council (AGIC) is a Governor appointed board that has been serving Arizona’s geospatial community since 1989. AGIC identifies standards, development and implementation strategies to provide a framework in order to optimize the State’s investment in geographic data and technology. Through cooperation and partnerships AGIC facilitates the acquisition, exchange and management of geographic information and technology for the State of Arizona to benefit state agencies and the Arizona GIS community. It is the primary forum for GIS coordination and information exchange in Arizona.
AZGeo is Arizona’s State Geospatial Data Portal. It is a principal initiative of AGIC. Developed in 2009, AZGeo has served the Arizona GIS community as the one stop shop for authoritative geospatial data since 2011. In July of 2020, AZGeo was re-released on a new modern cloud-based platform.
This presentation will provide an overview of AGIC and AZGeo. We will touch on the history of AGIC, discuss the current activities of the Council, the modernization of AZGeo, current AZGeo collaborative projects and how the new AZGeo platform can assist with GIS projects you may be undertaking.
How Arizona Met the COVID-19 Data Challenge
Although the COVID-19 pandemic has been challenging on many fronts, it has been exciting to see public-private partnerships flourish and greater interest and progress in public health informatics. This presentation will highlight several examples of these successful partnerships and talk through the impact of the pandemic on the changes for informatics.
Implementing IO-Tahoe’s Data Catalog at the Dept. of Water Resources
Since ADWR began its Enterprise Data Management Program in 2017, staff has been interested in the use of a discovery tool to gain insight from the data we collect, use and share. Tools explored earlier were quite expensive but promising. The dilemma was this: How could we know if such a tool was worth the investment if we could not ever afford to see how it could work with our data? The IO-Tahoe Proof of Concept gave us just that opportunity. We were able to scan many of our databases for insight on relationships, data flow, and data quality. With the retirement of many subject matter experts looming, we can see that this tool could be a critical repository of tribal knowledge: we can store business rules, tag critical data and see data flow. The proof of concept project was a success for us because we were able to see what a discovery tool could do with our own data.
Using Data to Solve Business Problems – 2 Case Studies
Case Study 1: AI-Enabled Analytics & Data Sharing Detects UI Fraud
The role of Analytics is taking center stage in driving crucial decision-making during the pandemic and other environmental crises. Yet many organizations are faced with a lack of resources and data scientists, resulting in missed opportunities. Artificial Intelligence can level the playing field. This session looks at the increasing use of AI in putting organizations in a better position to extract more meaning out of ordinary data.
Case Study 2: DES / AHCCCS Data Sharing Brings DES $800,000 in Annual Revenue
In order to draw in federal Medicaid funding administered by AHCCCS Division of Business and Finance (DBF), the DES Division of Adult and Aging Services (DAAS) needed AHCCCS to match the DAAS cases against Medicaid eligibility and report on the % of Medicaid-eligible DAAS cases. Sarah Sautter will review the project, how the data elements were defined and the program implemented, giving DES access to $800,000 in Federal funds.
Arizona’s Data Management Roadmap
Jeff Wolkove will review the past year’s activities, provide an overview of new policies approved during the year, and discuss plans for the coming year. This will be an interactive session and all participants are welcome to provide input on their data management activities and needs.
